Event Overview

Challenging economic conditions due to the low oil price environment in the GCC region are forcing countries to focus on economic diversity and to move away from the dependency of oil. The Kingdom of Saudi Arabia is looking to privatise its infrastructure, improve efficiency and boost employment. Saudi Arabia, in the midst of a massive reform programme to cut its dependence on oil revenues, said it plans to transfer ownership of its airports to its sovereign wealth fund with the view to privatise them.
Each airport will be transferred to a separate company ahead of being sold off and Saudi Arabia has already delegated more work for its airports to the private sector in recent years. The new King Abdulaziz International Airport (KAIA), which was established at a total cost of SR36 billion, was supposed to be opened in the beginning of this year but the inauguration and official opening is set for Jan. 1, 2019 and will provide greater space for passengers and airlines and extends better services following international standards.
The airport has been designed to accommodate more than 80 million passengers annually. People expect that the new airport would meet their hopes and aspirations providing better facilities and services. The King Abdulaziz International Airport’s new terminal covers an area of 670,000 sq. meters. It has 46 air bridges for passengers to board flights, which will be increased to 96 bridges at a later stage. It is designed to welcome huge aircraft’s such as the A380s.
In a recent article GACA has decided to call new tenders to award the airport contract and future airport projects to a better Airport Management Company’s hence, the airport will be temporarily operated by GACA from May before it is handed over to a specialized company for operation and maintenance.
However, after setting out its blueprint for reform in its Vision 2030 plan, the country is now in the process of implementing measures that will lead to more major schemes being built and paid for by the private sector. Delivering Vision 2030 says that one of the first major steps has already been taken to establish the National Centre for Privatization which was done in March and will be solely responsible for the procurement of public-private partnership (PPP) deals. The Kingdom of Saudi Arabia is looking at privatizing all of its airports by 2020 with four Airport PPP projects that have already been announced at Yanbu, Taif, Qassim and Hail.
